The politics of hunger in a brutal place野蛮之地的饥荒政治May 12th 2011 | SEOUL | from the print editionIT IS the time of year when the previous harvest has been nearly eaten and the next one has just been planted. Time, in other words, to worry about North Korea’s perennially hungry masses. North Korea had long grown dependent on food handouts from its estranged brother, South Korea, and from the ed States. But the South’s current president, Lee Myung-bak, has taken a tougher line, tying assistance to less provocative behaviour by Kim Jong Il’s nuclear-tipped regime. So Mr Kim’s envoys have travelled further afield of late, reportedly doing the rounds of Europe. The UN’s World Food Programme (WFP) is now preparing to distribute emergency aid to 3.5m North Koreans suffering from “severe malnutrition”. Programme officials are concerned about the possibility of a famine on the scale of the one in the mid-1990s, in which over 1m died. They blame a series of shocks, including the coldest winter in years, widesp flooding and an outbreak of foot-and-mouth disease among livestock. Some 297,000 tonnes of cereal and 137,000 tonnes of fortified blended food must reach the most vulnerable. As he prepares for his second budget, the chancellor of the exchequer remains a mystery to many in Westminster奥斯本正酝酿上任后第二份财政预算,对于西敏斯特的众议员来说,这位财政大臣依旧是个谜。 NO OTHER office of state carries the mystique of chancellor of the exchequer, a job that comes with almost prime-ministerial power but only a rare duty to enter the spotlight. The next of these occasions comes on March 23rd, when George Osborne delivers his second budget. Coalition government has left him even less visible, and less understood, than he might have been: Nick Clegg, the Liberal Democrat deputy prime minister, has become the second face of the coalition, alongside David Cameron, the prime minister. Mr Osborne’s elusiveness would matter less, were the gap between his public profile and his influence smaller. His plan virtually to eliminate the structural deficit in this parliament is the government’s main task; the parallel project to reform the public services takes place within budgetary limits set by him. But his sway extends beyond the Treasury, where his seriousness and technical command have surprised civil servants who expected the neophyte of popular pre-general election caricature. Mr Osborne also does much of the government’s political thinking. He is often the dominant voice in the kind of strategy meetings—many of which Mr Cameron lets him chair—in which he first shone as a young adviser in the 1990s. He had few allies in the Conservative Party in opposition, but a support base is now growing under him. His special advisers are the best in the government. There are “Osbornite” MPs, such as Matthew Hancock and Greg Hands. His stock has risen on his party’s right: many who once mistrusted his desire to move the Tories to the centre ground now see him as a more vigilant guardian of Tory views in the coalition than Mr Cameron. None of this means that Mr Osborne is the “real” prime minister, as some maintain. Mr Cameron’s decisions ultimately carry the day. Neither is their relationship anything like as fraught as that between Tony Blair and Gordon Brown. Mr Osborne is ambitious but knows that any opportunity to lead his party or country is years away. He also knows that, as our pre-budget opinion poll demonstrates (see article), voters are yet to warm to him. 201104/131416ASEM Foreign Ministers Derailed by Burma, North Korean Nuclear Test亚欧外长河内会晤 关注缅甸北韩 The foreign ministers of 45 Asian and European countries met in Hanoi Monday for talks on the global economy but found themselves wrapped up with the issues of Burma and North Korea. The foreign ministers had expected to take up the question of how Europe and Asia could cooperate to pull the world's economy out of the downturn it has fallen into since the global financial crisis began. But the highest-profile session of the so-called ASEM group (Asia Europe Meeting), took place between representatives of the European Union and Burma. The European Union called for the Burmese government to release opposition leader Aung San Suu Kyi. She is on trial for violating the terms of the house arrest under which the government has held her for 14 of the past 20 years. Swedish Foreign Minister Carl Bildt said releasing Suu Kyi was crucial to pave the way for planned elections in Burma next year. What is necessary for those elections is to have an inclusive dialogue with all political forces in the country. That is the necessary precondition for the stability that I think everyone is seeking for the country to be able to move forward," Mr. Bildt said. "And for that to be possible, there must of course be freedom for the different political forces."“这些选举所必需的是和缅甸所有政治力量进行对话。 ”By the time Bildt and Czech Foreign Minister Jan Kohout finished meeting with the Burmese, North Korea announced it had tested a second nuclear bomb. Bildt had to respond to that issue, too. It is alarming, it is a condemnation of the provocative regime in Pyongyang. I think it further isolates the country, I think it further aggravates the long-term situation of the country," Mr. Bildt said. The North Korean move prompted the strongest response from the Japanese delegation. Japanese Foreign Ministry spokesman Kazuo Kodama said Japan would press for the ASEM meeting to issue a joint statement condemning the nuclear test, apart from the conference's normal closing statement. This nuclear testing poses a grave threat, a challenge to the NEPT regime and also poses a grave threat to the peace and security, stability, not only in the Northeast Asian region, but also the whole global community," Kodama said.“核试验构成了严重威胁,不仅对东北亚地区的和平和安全,稳定构成威胁,而且也对全球各国形成威胁。”The Chinese, South Korean and North Korean delegations were reported to have met on the sidelines of the ASEM meeting, but no results of that meeting were made public.

IBM The test of time时间的考验Which of today’s technology giants might still be standing tall a century after their founding? Jun 9th 2011 | from the print editionIT IS not, by any means, the world’s oldest company. There are Japanese hotels dating back to the 8th century, German breweries that hail from the 11th and an Italian bank with roots in the 15th. What is unusual about IBM, which celebrates its 100th birthday next week, is that it has been so successful for so long in the fast-moving field of technology. How has it done it? 它是怎样做到的呢?IBM’s secret is that it is built around an idea that transcends any particular product or technology. Its strategy is to package technology for use by businesses. At first this meant making punch-card tabulators, but IBM moved on to magnetic-tape systems, mainframes, PCs, and most recently services and consulting. Building a company around an idea, rather than a specific technology, makes it easier to adapt when industry “platform shifts” occur (see article).IBM公司的秘诀在于它围绕着“超越任何具体产品和技术”的宗旨。 True, IBM’s longevity is also due, in part, to dumb luck. It almost came unstuck early on because its bosses were hesitant to abandon punch cards. And it had a near-death experience in 1993 before Lou Gerstner realised that the best way to package technology for use by businesses was to focus on services. An elegant organising idea is no use if a company cannot come up with good products or services, or if it has clueless bosses. But on the basis of this simple formula—that a company should focus on an idea, rather than a technology—which of today’s young tech giants look best placed to live to 100?

President George Bush says his administration is taking action to help strengthen the economy. The Labor Department says the unemployment rate rose to 6.7 percent in November. 6.7%。President Bush told reporters the job data reflects the fact that the American economy is in a recession, due in large part to severe problems in housing, credit and financial markets. He says his administration is taking steps to address the problems by extending unemployment benefits to the jobless, making credit more affordable and available, and taking action to prevent home foreclosures. It is going to take time for all the actions we have taken to have their full impact. But I am confident that the steps we are taking will help fix the problems in our economy, and return it to strength." At a hearing on Capitol Hill, Commissioner of the Bureau of Labor Statistics, Keith Hall, described the unemployment figures as dismal. There is very little in this report that is positive," he said. "This is maybe one of the worst jobs report the Bureau of Labor Statistics has ever produced." Families are conserving their dwindling resources and simply not buying much of anything, including durable goods, such as cars," said Congresswoman Carolyn Maloney, who chaired the hearing before the Joint Economic Committee. Elsewhere on Capitol Hill, executives from the three major automakers testified at a congressional hearing for the second straight day, making their case for billion in loans to help shore up their industry, which has seen thousands of job losses. President Bush urged Congress to act on a proposal that would redirect billion in loans to help the automakers, but only to those that can survive. Congress could vote on an aid package to the auto industry when it returns for a brief post-election session next week. U.S. President Barack Obama is continuing his campaign to reform the American health care system. He is urging the nation's doctors to put aside their skepticism and back changes that he says are needed to bring skyrocketing medical costs under control. President Obama went before the nation's largest organization of physicians to make the case for health care reform. The cost of our health care is a threat to our economy," he said. "It is an escalating burden on our families and businesses. It is a ticking time bomb for the federal budget. In a speech to members of the American Medical Association at their annual meeting in Chicago, the president spoke in stark terms. He talked about big corporations like General Motors that are in trouble in part because of the high cost of providing health insurance to employees. If we do not fix our health care system, America may go the way of GM - paying more, getting less and going broke," said Mr. Obama. The president faced a tough audience. There is consensus in the medical community about the need for reform to improve the affordability and accessibility of quality care. But there is no unity on the best medicine to heal the ailing system. The president went out of his way to assure them that he does not support a government take-over. But he said there needs to be a way to provide health insurance to those of modest means. And he took on a major concern for doctors: the fear of a malpractice lawsuit. President Obama said he does not favor limits on the amount of money juries can award in malpractice lawsuits. But he said he is open to other options, and he pledged to work with the medical community. I need your help, doctors, because to most Americans, you are the health care system," he said. Congress responded to the president's remarks by charging once again that he wants a health care system run by bureaucrats in Washington.
